[Ftk_hardware] UCHOLA Installation

16 UCHOLA cards have been installed in PIX (8) and SCT (8) RODs. 32 fibers
have been installed from rack Y.05-11.A2 (one of our final racks) to PIX 
(12) and SCT (20) racks with spares in each rack.

FTK specific tests (data integrity, flow control, etc) and operation mode 
tests (ATLAS partition, high rates, etc) have been performed and the cards 
and fibers are working correctly. The tests also shows that other 
components involved (ROD, ROS, etc) are working as before.
