[Ftk_hardware] FTK organization on an "official" web page

Dear all,
     I have created an FTK TWiki page that gives the organization as 
presented at the December review 
(https://twiki.cern.ch/twiki/bin/viewauth/Atlas/FastTracKer).  This will 
help some people get travel funds.
